JOB DESCRIPTION: EARTHWORKS MANAGER 

Job Purpose Statement

The Earthworks Manager manages reporting sections to ensure efficient operations, maximising revenue to the company, while providing excellent customer service, and technical control. The incumbent provides technical advice to the CEO.

 Job Accountabilities

Management/Staffing

 ·        Managing assigned staff and supervisors.

·        Monitoring the performance of staff and supervisors, conducting evaluation, counselling and disciplinary procedures where required.

·        Reviewing files in conjunction with staff and supervisors annually to ensure details are correct.

·        Determining training needs for staff and supervisors and assisting in developing and implementing staff training programs.

·        Managing staffing in accordance with authorised positions.

·        Planning, organising, co-ordinating, monitoring and evaluating the operation and performance of assigned sections.

·        Managing plant, equipment, day labour, contract and consultant resources for works so as to ensure they are developed and utilised economically and effectively.

·        Attending YBE management meetings and reporting on works, issues and personnel.

·        Project management roles as required.

 Operations

 ·        Managing the requirements of appropriate schedules under the YBE -Alcan Alliance Contract.

·        Conducting other works for Alcan within the scope of the Alliance Contract.

·        Maintaining close liaison with the NT Department of Infrastructure, Planning and Environment.

·        Ensuring that works associated with Government period contracts and tenders are carried out efficiently.

·        Managing contracts and works for other clients.

·        Preparing tender responses and quotations in a timely manner.

·        Pro-actively seeking revenue opportunities for the company.

·        Attending YBE Alcan Alliance and other meetings as required by clients..

 OHS and Environment

 ·      Ensuring that all works are undertaken in a manner that ensures the health and safety of workers and the public.

·      Observing and implementing YBE ’s OHS and environment policies.

 Policies and Procedures

 ·      Developing policies, procedures and work instructions for allocated sections.

·      Contributing to the development of general operational procedures, policies and guidelines.

 Budgetary and Reporting

 ·      Managing allocated sections in accordance with the annual budget and control costs of projects to achieve established profit targets.

·      Monitoring the progress of Daily Work Records (DWR’s) and service orders to ensure timely invoicing.

·      Maintaining a costing system.

·      Ensuring that end-of month procedures are followed and that all works in progress are accounted for to enable accurate preparation of monthly financial reports.

·      Providing reports to Alcan and YBE as required.

·      Preparing capital works and maintenance programs for allocated sections.

 Explanatory Statement

The Earthworks Manager reports directly to the Chief Executive Officer and manages an area of varied activity.  The incumbent will be required to provide construction advice to major clients in the areas of sealed and unsealed road building, air strips and general earthworks.

Impact

The position is responsible for managing a revenue stream of around $4 million. YBE relies on this position to maintain budget targets and source new income opportunities while improving efficiency and maintaining work and product quality.

 There is a delegation to purchase goods and services in line with YBE ’s purchasing policy

 Management

 ·        Highly developed interpersonal, leadership, team building and communication skills

·        Well developed managerial and supervisory skills

·        Well developed skills in work planning, process improvement and financial control.

·        Ability to work unsupervised and be self motivated.

·        Ability to work as part of a multi disciplinary team and contribute to team outcomes.

·        Experience in budgeting principles and financial procedures for cost control of projects.

 Qualifications/Experience/Licences

 ·        Ten years’ hands-on experience in construction practices and procedures.

·        Qualifications in training and assessment.

·        C Class Driver’s licence.

·        Able to use the Microsoft Office suite of programs for word processing, databases and spreadsheets and project management.

·        Able to manage the operation of earthmoving equipment.

 General

 ·        Demonstrates the behaviours outlined in YBE 's Code of Conduct.

·        Commitment to YBE 's values and statement of purpose.

·        Highly desirable to be able to communicate using the Yolngu language.

·        Displays tolerance and respect for cultural differences.
